Unorganized Territory Services
The Unorganized Territory Services Program has the responsibility of procuring a variety of services for the residents of the Unorganized Territory of Aroostook County. Most importantly, over 55.8 miles of local roads, a combination of both paved and gravel, require steady summer maintenance, which may include, rebuilding, resurfacing, ditching, and a variety of mitigation measures in order to protect the transportation infrastructure. Maintenance contracts for services and equipment and materials are secured by contractors, through a competitive bidding process.
The County of Aroostook also provides winter maintenance on over 90.26 miles of local and major and minor collector roads, as well as County owned properties. These services are provided through contracts with various contractors, the Maine Department of Transportation and local municipalities.
The total U.T. coverage area that the County is responsible for stretches from the Cross Lake (T17R5)/New Canada Town Line to the north, down to the Norris Road (Old 157) in Molukus (TAR5) to the south, the West Gate Road in Connor to the east, and the Oxbow Road between Route 11 and the Oxbow Plantation (T9R5) Town Line to the west.
Over the years, the Unorganized Territory Services Program has been very successful in securing funds from the Maine Department of Environmental Protection Small Community Grants Program. They have helped many families throughout the U.T. repair or replace malfunctioning septic systems. The Unorganized Territory Services Director is also tasked with securing agreements with qualified contractors and service providers for a variety of services such as: ambulance protection; fire protection; solid waste removal; and law enforcement. The County also supervises the operation of a Maine DEP licensed Bulky Waste Transfer Station in Sinclair (T17R4), and is a co-owner of a septage spreading site in Cross Lake (T17R5).
The Unorganized Territory Services Program is funded by local property taxes paid by property owners in the 112 townships in Aroostook County. Additional funding is received from the Maine Department of Transportation’s Urban/Rural Initiative Program (URIP). Aroostook County Unorganized Territories Local Food Sovereignty Ordinance
PUBLIC NOTICE – SINCLAIR TRANSFER STATION
The County of Aroostook would like to advise all residents of Sinclair (T17R4), Cross Lake (T17R5), Square Lake (T16R5), and Madawaska Lake (T16R4), that the Sinclair Transfer Station will begin operations on Saturday, May 9, 2026. The Transfer Station is located on the Hebert Road in Sinclair and will be open every Saturday from 8:00 am to 2:00 pm until approximately the second Saturday in October.
Only bulky waste materials will be accepted at the facility. Examples of bulky wastes that will be accepted are: white goods, metal goods, construction/demolition debris, and chippable wood wastes. The County of Aroostook has a contractual agreement through 2027 with Deschaine Sanitation of Madawaska for the operations and maintenance of the Transfer station.
